HSE OFFICER (Marine)

The HSE Officer is responsible for implementing and monitoring the Health, Safety, and Environmental (HSE) Management System across marine construction projects. The role ensures compliance with company HSE policies, client requirements, and applicable UAE regulations by conducting site inspections, safety inductions, toolbox talks, and monitoring day-to-day site activities.

Working closely with the project team, the HSE Officer identifies hazards associated with marine operations, including marine plant, heavy lifting, rock placement, dredging, vessel operations, diving activities (where applicable), and work over or near water. The HSE Officer promotes a proactive safety culture, assists in incident investigations, monitors environmental controls, and ensures that all personnel work in a safe and environmentally responsible manner.

You are a proactive and safety-conscious HSE professional with experience in marine construction or heavy civil engineering projects. You are committed to maintaining a safe working environment, identifying workplace hazards before incidents occur, and ensuring compliance with HSE standards. You communicate effectively with employees, supervisors, subcontractors, and management to promote a strong safety culture throughout the project.

  • Diploma or bachelor’s degree in occupational health and safety, Engineering, or a related field.
  • Knowledge of construction safety standards, risk assessment processes, and incident investigation.
  • Certifications in NEBOSH, OSHA, or equivalent HSE qualifications are preferred.

  • Minimum 5 years of HSE experience in construction.

  • At least 3 years’ experience in marine construction, marine infrastructure, dredging, offshore, or heavy civil engineering projects is preferred.
  • Strong communication and interpersonal skills for engaging with personnel at all levels.
  • Excellent observational skills to identify hazards and unsafe practices.
  • Proactive approach to safety with the ability to perform audits and provide corrective actions.
  • Ability to conduct safety training and toolbox talks effectively.
  • Strong reporting and organizational skills to maintain safety records and reports.
